Double locking means the shackle is locked at both the heel and the toe rather than at the heel alone. It is the difference that matters most in a padlock: a single-locking shackle can be twisted or prised open at the free end, and a double-locking one cannot.
The body is solid brass with a sanded finish, the shackle is hardened steel and chrome plated, the springs are stainless and the cylinder uses pick-resistant mushroom pins. What does keyed alike mean?
Every lock in the set opens with the same key. Buy several and carry one key.
Is it single or double locking?

Will it rust outdoors?
The brass body will not. The shackle is chrome-plated hardened steel and will eventually mark, so oil it occasionally.
